However, according to the modern economic theory the free market economy develops cyclical, and the period of recession always comes after the recovery. There is the conception of political business cycles, which confirm it. Nevertheless political parties often have to carry out the policies and even take part in elections in conditions of economic crises. In some cases they even have to change their programs or significantly correct them in order to keep their voters. In this way, the problem of this term paper is the following one: what are the implications for political parties if they stand for elections in times of crises and their behavior towards voters is either opportunistic or ideological? In order to give the answer for this question which is actual for the current European sovereign debt crisis it is first of all necessary to define political business cycle and to describe their models, which also include the concepts of the parties' behavior as well as their interaction with voters and issues. Then the role of political business cycles in the economic crises will be explained. Economic crises are usually connected with the end of business cycles but they can also take place by the negative state of economy or mistakes of governments. In any case crises have negative influence on the electoral support of governments because voters have to accept such negative economic phenomena as unemployment, inflation, bankruptcy of banks and companies. Voters are inclined to blame governments and political actors with such problems. The most popular form of response of governments to economic crises is the implication of appropriate economic reforms. Some reforms can have negative consequences for voters and therefore for the electoral support and restrict some essential options of the welfare state. Nevertheless the examples from the current crisis of the Euro zone as well as the examples from previous crises show that certain states implement reforms and therefore overcome crisis more successful than others. In this way, the problem of this term paper is the following one: why are some countries in the Euro zone are more successful in implementing reforms than others? In order to answer this question first of all the theoretical frames are represented. They include two theories which explain the decision of governments to undertake economic reforms as well as the behavior during the reforms' implementation. The empirical examples of Italy which went through the severe economic crisis before the joining the Euro zone in the 1990s and Ireland which suffered from the financial crisis of 2008 - 2009 as a member state of the Euro zone and then overcame it will show how and why some countries can be successful in implementation of risky reforms in practice.

Flattering as that idea may be to us Norwegians, it is nevertheless erroneous to believe that Norway is young as a sovereign state. Norway is one of the oldest kingdoms in Europe, with a history as a sovereign state extending over more than a thousand years. To compare It with the examples nearest at hand, it may be mentioned that Norway became a united kingdom at the end of the ninth century A. B. 872, and had a well-authenticated history covering the next two or three centuries, while Swedens history was still obscure, consisting mostly of a series of kings names. At the time that King Harold Fairhair overcame the last of the lesser kings and founded the kingdom of Norway by the sea-fight of Hafrsfjord, Alfred the Great had been king of England for only one year. Of the states at present constituting Europe, only the kingdom of Denmark, the kingdom of England, and a kingdom of France or of the Franks, together with a Russian principality, are to be recognised as existent at that time. At that far-off date Norway manifested a power that is indeed remarkable. The Norwegians played a prominent part in the founding of new states during the Viking period. They founded colonies on Iceland and Greenland and on the Scottish Islands, which were part of the kingdom of Norway they settled on the Isle of Man, founded a kingdom in Dublin, and took part in the raid that seized Normandy. 1 They played a part also in Frances history, and, indirectly, they also supplied fruitful inspiration to British culture...
